| This page is dedicated to the memory of baby Jordan Desmond Heikamp, who
starved to death in the care of his 19-year-old mother and in full view of shelter workers
at the Anduhyaun native women's shelter, even though the responsibility for Jordan's
welfare had been assigned to Angie Martin, 43, of Brampton, an employee with the Toronto
Metro Catholic Children's Aid Society. The verdict of the coroner's inquiry? It appears that all of the people
entrusted with the life of Jordan Heikamp are held to be blameless.
It appears that the officials feel there is nothing
wrong with the Toronto child protection system that can't be fixed by throwing more money
at it. |

As expected (and previously stated) the bottom line for the corner's inquest noted
below, is a platform only to request more money to reward those who watched the death, by
starvation, of a 5 week old baby boy.
The final request comes from Olivia Chow, the significant other of the tarnished-White
Ribbon Campaign chairperson Jack Layton.
Indeed let's reward those for (apparent) incompetence and irresponsibility; namely the
CAS, a woman's shelter and perhaps the mother.
Also let's not forget the judge who let go free the mother and the CAS without
accountability or responsibility. My guess is the CAS worker is still being paid by the
taxpayers of Ontario(?) perhaps even promoted.
Without accountability and responsibility, even the current funding is a waste of
taxpayers money. Just say NO. No more money until accountability and responsibility are
included in their job descriptions and fully enforced.

Testimony at the Jordan Heikamp inquest ended yesterday with a call for more funding to
prevent the babies of homeless mothers from slipping through the social safety net.
"We have far too many young women giving birth on the street," said Toronto
city councillor Olivia Chow, the last witness in the 12-week coroner's inquest into the
starvation death of five-week-old Jordan. "We need to find them housing."
Chow, the city's children and youth advocate, said half the young women living on the
street become pregnant.
UNDER CAS WATCH
The number of kids in shelters -- one-third under age four
-- jumped 130%, from 2,700 in 1988 to 6,200 in 1999.
Jordan, who was under the watch of the Catholic Children's Aid Society, slowly starved
to death over five weeks while living in a shelter with his mother, Renee, then 19. Jordan
weighed just four pounds, two ounces when he died June 23, 1997 -- four ounces less than
his birth weight.
Chow, who made nine recommendations to the jury, said the province must pay its full
share of shelter costs, which are split 80%-20% with the city.
Chow said the province caps shelter costs at $38 per person per day -- and pays 80% of
that -- where the actual cost is $45, leaving the city with a $14-million annual
shortfall.
She also called for provincial funding to expand the city's program for homeless
pregnant women. |

A children's aid caseworker has been charged with criminal negligence causing death
after 5-week-old Jordan Desmond Heikamp died of starvation in a Toronto shelter.
Angie Martin, 43, of Brampton, an employee with the Metro Catholic
Children's Aid Society, turned herself in to police yesterday afternoon at 14 Division, in
Toronto's west end.
She was released on her own recognizance.
It's believed to be only the second time a children's aid worker in
Ontario has faced charges.
Jordan's mother, 19-year-old Renee Heikamp, has also been charged with
criminal negligence causing death. During a court appearance Thursday afternoon, she was
remanded in custody.
Jordan weighed 4 pounds, 7 ounces when he was born May 18 at Northwestern
Hospital (now Humber River Regional Hospital). Medical staff there identified Jordan and
his mother as high risk, and alerted the Metro Catholic Children's Aid Society.
He was released from the hospital when he was 9 days old - under the
supervision of the society - and his mother took him to the Anduhyaun Women's
Shelter, where they spent the next 27 days.
On the morning of June 23, an ambulance was called to the Spadina Rd.
shelter. It rushed tiny Jordan - weighing only 3 pounds, 15 ounces - to the Hospital for
Sick Children, but he was dead on arrival.
Police said an autopsy showed Jordan died of "chronic starvation."
The story of Jordan's short life appeared on the front page of The Star
July 12. On July 16, the coroner's office turned its investigation into the baby's death
over to Metro police.
Inside the police station yesterday, Martin cried and hid her face as she
was escorted to the washroom by a female officer. She told the officer she was worried
reporters camped outside the station's glass front doors would see her as she passed.
In a statement, the Catholic Children's Aid Society said they were "shocked
and saddened" at Jordan's death, and that they "are devastated that one of our
colleagues now faces criminal charges."
In an interview yesterday, Colin Maloney, the society's executive
director, called the death "tragic" and said he understood the need for public
accountability in the case.
In 1982, three workers with Brockville children's aid were acquitted of
charges they exposed a child under 10 to a dangerous situation.
Police rarely lay charges against society staff because they must prove
the caseworker intended to hurt the child, said Sandy Moshenko, of the Ontario Association
of Children's Aid Societies.
Maloney could not comment on Martin's caseload, as the Jordan case is
before the courts, but he said "all of our workers are busy."
He said the average Catholic Children's Aid worker carries three or four
cases that are - like Jordan's - classified as high risk.
But because of time spent in court and other administrative functions,
some caseworkers can only spend about 30 per cent of their time with clients, Maloney
said.
"They have a very difficult job," he said. "We expect a
level of competence and a level to be accountable for, but they've got a very difficult
job."
He said the society would "give (Martin) all the support that's
appropriate to the worker," including emotional and legal support.
Metro police spokesperson Sergeant Marilyn McCann said that under the
Criminal Code of Canada, the definition of criminal negligence causing death is defined as
"showing wanton or reckless disregard for the lives or safety of others."
She said Martin and Heikamp will face that charge jointly when they next
appear in court Thursday.
The case comes at a time when the public's attention is squarely focused
on the shortfalls of the child welfare system.
The coroner's office has called seven inquests into the deaths of Ontario
children, and two of them - probing the deaths of 3-year-old Kasandra Shepherd and
22-month-old Shanay Johnson - have resulted in juries calling for the complete overhaul of
the child-protection system.
Dr. Jim Cairns, Ontario's deputy chief coroner, said Thursday he cannot
comment on Jordan's case, and that any decisions about an inquest into Jordan's death will
have to be made after all legal proceedings have concluded. |

A fictitious, but nevertheless logical
FEMINIST RESPONSE TO THE STORY
No doubt, some men's right's nuts will ask how a poor baby boy is allowed to
starve to death in the Anduhyaun Women's Shelter and nobody notices.
Let me answer this.
First, we are not dealing here with a poor boy, but with a future gender terrorist. All
men are bad, age makes no difference. A baby girl will never die in a women's shelter, we
look out for our own.
Second, women's shelters are for women. Period. We don't care for children. They are
messy, noisy and eat our food.
Third, why did none of the people working in this shelter notice any hunger cries? -
Shelter professionals are trained to ignore cries from anybody but females. Our highly
trained professionals know that the only victims are women. There are no other victims.
Shelter professionals who did hear the hunger cries acted responsibly by ignoring them.
Another dead gender terrorist won't be missed.
It is a travesty of justice to charge women with killing a "boy" Women have
always done so. There were never any complaints. It's our right. We give life, we take it
away. It's our body - our choice.
Those two police victims must be released and charges withdrawn. Real questions must be
asked.
Some man must be jailed for this. This young mother is a rape victim. All mothers are.

I will not be surprised if men's right's nuts will now attack single motherhood again.
They are sadly mistaken. There is nothing wrong with single motherhood. A women needs a
man like a fish needs a bicycle.
Most likely this young mother was victimized by a deadbeat dad who deserted her,
threatened her mother with visitation and never paid any child support.
Only jailing those deadbeats permanently will stop helpless women from getting arrested
and further victimized for minor incidents.
"Suzy McDougall,"
- an innocent women victim -
"A future gender terrorist" is what "Suzy McDougall" considers
the poor boy to be. In other words, don't mourn the victim. The only good male is a
dead male. Where did I hear something like that before? We now and then see
responses that are somewhat like those expressed in the fictitious letter. Charges
for violating hate-crime laws are never laid under circumstances like that.
Now imagine that a man would have written anything equally atrocious about the death
of a young girl that had been starved to death. Do you think that he would still be
outside of jail?
The originator of the fictitious letter points out that there is a real Suzy
McDougall:
I wrote this hate letter. ...
The real Suzy Mc Dougall is a feminist working for the Ontario Government. Her
job is to destroy father-child relationships under the guise of "the children's
lawyer"
Very rarely is the feminist view represented in our discussion groups. I
sometimes try to see things from the feminist side, to even things out a bit.
Although in the case of a baby being starved to death in a house full of
"caring" mothers it becomes very difficult to defend the feminist view.
No wonder we never heard again about this case. None of the caring shelter family
violence experts responsible for this murder have ever been charged. It's not considered
family violence.
In the last few weeks more boys got killed by their female "caregivers" In
the case of a 7 year old being beaten to death the father was blamed for not defending
him.
If the father would have known what went on and defended the boy, he would become part
of our next "violence against women survey"
Of course, dead boys are not counted in such surveys.
I will write occasionally from the feminist point of view, to point out how ridiculous
it is.
Conclusion
Ted Greenfield and the author of the preceding explanation both share a
common sentiment, that the health and welfare of children is secondary to the well-being
of child welfare workers and of workers involved in the battered women's shelter industry.
On the evidence, they appear to be absolutely right. The welfare of the
workers in the women's shelters industry is first and foremost in the minds of many
people. That's why funding sources are always ready to throw more money at the these
workers' cause. Thereby they receive the increased funding that enables them to
cause more problems:
Escalating divorce rates,
Escalating child apprehension rates and increasing numbers of children in shelters. The April 2, 2001 edition
of The Report newsmagazine,
carries a story of a family and its children that are being deliberately destroyed by
Alberta Social Services and an Edmonton social worker, Helen Rae:
James, now 16, claims he was introduced
to street drugs by his supervisors and eventually abused cocaine,
Brent, now 14, was institutionalized and heavily drugged to control his
anger management problems,
Once a well-adjusted student, Sarah, now 11, was put on four medications
and placed in a class for mentally retarded children,
Also medicated, Jeremy, now five, was diagnosed with reactive attachment
disorder after spending two years in the custody of Social Services,
The father of the children was restricted from contact with the children.
Subsequently James, then 11, was placed in a treatment foster home, where he became
sexually involved with a 15-year-old foster sister. When Helen Rae became involved
and told James that his parents no longer wished to see him, James began cutting himself.
Helen Rae had reasons for wanting to keep the parents away from the
children. She was actively facilitating the adoption of the family's fifth child,
Daniel, by the daughter of two former colleagues.
Sarah, Jeremy and Daniel were apprehended and placed in the home of
Rae's colleagues,
Jeremy, then three and being shuffled to other foster homes on weekends,
was not examined for possible sexual abuse, although, as his mother says, he repeatedly
complained of a sore bottom, even singing, "penis in my mouth, penis in my bum,"
in front of a Child Welfare supervisor and other witnesses,
James attempted suicide at 14 after being forbidden to spend
Christmas day at home.
When Brent and Sarah returned home their behaviour improved so radically
that they were allowed to stay. James also found his way home, running back to his
family so often that the police stopped apprehending him. The three oldest children are

Government A better Parent?
Surely, you would think that these must be isolated exceptions. If "all
men batter" their wives, and mothers are not capable to provide good care for their
children all by themselves, the Government can do a better job of providing loving care
for our children well, think again!
When children wind up in the care of the government, nothing much in the way of a
good outcome can be expected.
Foster children were 10 times more likely to be abused than children

Children in the "care" of the government are more than 150
times more likely to become incarcerated than other children. [Based on information

Escalating numbers of run-away children,
Escalating crime rates involving juveniles both as perpetrators and
victims.

The escalation of these problem is out of proportion with the population
growth rate. If the pathologies affecting children were a function of population
growth virtually zero in both Canada and the US then the logical outcome
would be a growth rate of zero or even a declining one for the social indicators relating to children's
pathologies. Instead, we have escalating funding of agencies and organizations doing
their best to bring about the conditions that lead to the destruction of our families.
Consider the following.

Although the chart by the Heritage Foundation indicates a problem that is
largely not man-made but is caused by the promotion of life styles for women
other than the traditional nuclear family, there is one aspect of the data in the chart
that urgently needs attention. In Canada and in the US the statistics relating to
crimes against children are being seriously fudged and deliberately misrepresented.
For example, as Dr. Judith A. Reisman reported in a two-part article in
the WorldNetDaily News:
The NIBRS [July 2000, U.S. Department of Justice,
National Incident-Based Reporting System] admission that 67 percent of all sex
assault victims were reported as children 0-17 years old and that 37 percent of these
attacks were made on children under 12, largely excluded from FBI "forcible
rape" data, undermines any claims of a safer society.
Girl delinquency increased 186 percent from 1987-1996;
over 2.7 million children were reportedly criminally attacked in schools in 1997; we have
roughly 1 million runaways (more than half enter prostitution) and 550,000 children in
foster care, often battered and abused, and a helix of child victims of cyberporn since
1999.
These real world data are not reflected in the FBI
numbers.
...all sexual abuse of children under age 12 had
been systematically purged by the national data collecting agencies.
Moreover, while 67 percent of all sex abuse victims are children under 18 years of age,
with roughly 4 percent of males identified as either bi- or homosexual, this small cadre
is largely responsible for NIBRS data finding 64 percent of all forcible sodomy victims to
be boys under age 12, most under age 5. Given that, the problems inherent in homosexuals
as guides and mentors to youth looms large.
The 348 percent increase in child abuse reports -- using data from the American Human
Association and NCANDS, 1990 to today -- confirms the NIBRS boy-abuse data. Previously,
the AHA documented a 1,028 percent increase in child sex abuse reports in six years from
1976 to 1982.
